Located in the Miracle Mile, KOA prepared the transportation-related analyses for this previously approved office project. With a shift to a residential project and the passing of time between studies, KOA revisited the project mitigation and prepared updates based on current Los Angeles Department of Transportation (LADOT) traffic mitigation priorities. The scope of work included: preparation of a transportation impact study which was processed through and approved by LADOT; assisting the environmental consultant with the project’s Addendum to the Certified EIR; performing a construction traffic impact analysis for inclusion in the Addendum to the Certified EIR; and development of a formal Transportation Demand Management (TDM) Plan, per the project’s Conditions of Approval. Project challenges included: negotiating the final traffic mitigation package with LADOT, which included a comprehensive TDM Plan (with monetary contributions to the City’s Bicycle Plan Trust Fund and Mobility Hubs program) and signal system upgrades in the form of fiber optic cable installation along Wilshire Boulevard.
