KOA was retained by the City of Pico Rivera to prepare complete plans, specifications, and estimate (PS&E) for median improvements on Paramount Boulevard between Mines Avenue and Holbrook Street. The improvements include median installation, minor pavement reconstruction, curb ramp upgrades, guard rail, traffic signal modification, landscaping, irrigation, and new singing/striping. The project also includes complete reconstruction of approximately 1,400 feet of Loch Lomond Drive directly adjacent to Paramount Boulevard. The project was previously designed by another firm in March 2016, however, the design was protested by the local community due to parking removal and safety concerns at the intersection of Paramount Boulevard/Dunlop Crossing Road. KOA redesigned the improvements to address the publics concerns. KOA also provided funding administration services to obtain the Caltrans E76 for construction.
