KOA, as part of a larger team, provided traffic engineering and design services for the preparation of a Complete Streets plan in the City of Santa Ana. As part of their work, KOA used complete streets LOS (CSLOS), a multimodal level of service (MMLOS) toolkit to evaluate traffic congestion at critical locations. This analysis results in an independent LOS for auto, pedestrian, transit, and bicycle uses. KOA also participated in outreach efforts where participants ranked the relative importance of potential projects. The plan helps to further the City’s commitment toward sustainability and the use of alternative transit modes such as walking and biking as well as become compliant with the 2008 California Complete Streets Act.
