KOA has leveraged our extensive transportation engineering experience with Highway Safety Improvement Program (HSIP) projects, roadway safety and GIS “big data” analysis, along with our grant writing and management services to become an industry leader with the Caltrans Local Road Safety Program (LRSP) and Systemic Safety Analysis Report Program (SSARP), the predecessor of the LRSP program. LRSPs share a similar framework with aspects of the California Statewide Strategic Highway Safety Plan (SHSP), as each focuses on the 5 “E’s” of transportation safety — Engineering, Education, Enforcement, Emergency Services, and Emerging Technology. An LRSP systematically identifies and analyzes safety problems and recommends safety improvements.

KOA has worked with many Southern California agencies on LRSPs/SSARs, including the City of Desert Hot Springs, City of San Bernardino, City of Fontana, City of El Monte, City of Twentynine Palms, City of South Pasadena, City of Pico Rivera, City of Thousand Oaks, and City of Wildomar. The success of our company with LRSP and SSAR stems from our multi-disciplinary approach and collaboration between our team of skilled planners and engineers.

LRSPs/SSARs require a data-driven quantitative analysis of “big data,” at which KOA’s knowledgeable in-house GIS team excels. Our team of experienced engineers leads project collision and safety analysis, countermeasure selection, and development of constructible concept designs and cost estimates.
