KOA has provided Traffic Engineering On-Call Services to West Hollywood since 1999, for projects that including the timing of traffic signals. During the course of this on-call services project, KOA created or modified at least one traffic signal timing chart for every signalized intersection in the city. Signal timing plans have been created for all periods of the day, including a late weekend plan to handle heavy traffic demand on the Sunset Strip from 10 pm to 3 am on Fridays and Saturdays. As of 2010, all 57 traffic signals in West Hollywood have a Type 170 controller using BITran 233 software, which will eventually be converted to Type 2070 controllers with 2033 software. KOA prepared new signal timing charts in anticipation of that conversion, with revisions to accommodate the 2009 MUTCD’s longer pedestrian walk time requirements and the California Assembly Bill 1581 bicycle detection requirements.
