KOA provided construction management and inspection services for this $737,000 street intersection improvement. This project increased the capacity of Harbor Boulevard and Lambert Road adding an additional left turn lane in every direction of the intersection, added a third eastbound lane and added a northbound right turn lane. The project included asphalt concrete paving, excavation, crushed base and fill material, construction of concrete curb and gutter, sidewalks, curb access ramps, signing and striping, cat-tracking, traffic signal modifications, traffic control, drainage pollution prevention, storm drain Filterra Biofiltration, landscaping and irrigation systems. Coordination with public utility (SCE) power pole relocation was challenged with unforeseen underground concrete wall footing sections. Part of the original landscaping for the project was deleted due to lack of available water service to the south east corner of the project which is in the City of Fullerton. Drought tolerant hydroseed and decomposed granite to in-fill tree wells until water service can be available was the interim resolve. Negotiated time extended related overhead costs with contractor and additional traffic control was extended. The Whittier Boulevard and Beach Boulevard Intersection Improvement project was concurrently managed during this same duration period.
