City of Orange Multiple HSIP Signal Improvement Projects

KOA has prepared complete PS&E plans for several intersections within the City of Orange funded by the federal Highway Safety Improvement Program (HSIP) grant funds. These signal modifications were primarily to improve safety of the intersections by implementing protected/protected-permissive left turn phasing. This project allows the City the opportunity to address additional deficiencies with gutter, drainage, and ADA compliant curb ramps. The work includes complete PS&E for traffic signal improvement plans, signing and striping plans, civil plans, surveying services, utility coordination, and coordination with SCE for new electrical service connection.

• Glassel Street and Walnut Avenue (2016)
• Chapman Avenue and James Street (2016)
• Chapman Avenue and Lemon Street (2017)

Intersection improvements include new cabinets and controllers, UPS battery backup and service meters, wiring, conduit, and electric service. Additional ITS improvements include EVP/GPS preemption, countdown ped heads and APS ped push buttons, CCTV, Grid Smart video detection, controller upgrades, and fiber optic and wireless communication systems.
