Washington / National Specific Plan EIR, Culver City, California
KOA managed the traffic analysis for the Culver City Washington / National Specific Plan EIR. The proposed project area consisted of a total study area of 40.22 acres including housing units, retail, office, light industrial and hotel rooms. The project sought to plan for the development of multiple sites in the vicinity of the intersection of Washington and National Boulevards. The Washington / National Specific Plan was structured in two phases of development. The first phase was linked to the anticipated completion of the Exposition Light Rail Transit Station at Washington and National in 2010; the second phase anticipated a build-out of the area by 2020. An alternative build-out scenario considered the consequences of development with reduced residential use. As part of the analysis, KOA analyzed the traffic impacts of each phase of the proposed plan at 38 intersections as well as on area-wide roadway and freeway segments. The analysis also addressed the adequacy of parking as well as pedestrian circulation. |
