KOA prepared a supplemental analysis for the larger parking and shuttle/circulation study for downtown Seal Beach, focusing on downtown area parking regulations including posted time limits, prohibited parking, and residential districts parking permits. The recommendations from this effort will be used to inform larger decisions on downtown posted parking regulations, demand dispersion, and area visitor accessibility to public parking. Tasks undertaken by KOA on the main study include peak-period reviews of demand at City beach lots and Main Street corridor City lots during the summer season, review of City parking lot management/payment and the potential benefits of space/occupancy monitoring technology, review and screening of potential remote parking locations for shuttle service to the downtown area and the beachfront, and recommendations for wayfinding signage for the shuttle program at inbound traffic capture points.
