The City contracted with KOA to complete a feasibility study of the City’s downtown area along Coast Highway (SR-1). Coast Highway is heavily utilized by both vehicular traffic and pedestrians, which creates congestion. Since receiving City Council approval of the study, KOA is now contracted to provide PS&E improvements for five intersections that include designs for signals; signage and striping; ADA curb ramps; other intersection improvements; the conversion of Ocean Avenue into a one-way street; and the implementation of pedestrian-exclusive phasing and scramble crosswalks. SR-1 is under the jurisdiction of Caltrans, therefore Caltrans Encroachment permit and Design Exception Decision Document (previously Design Exception Fact Sheet) applications have been submitted for Caltrans’ approval.
