Newport Heights Neighborhood Traffic Management Plan, Newport Beach, California
KOA was selected to conduct a study of traffic circulation conditions for the City of Newport Beach residential streets surrounding the Newport Beach High School, several elementary and middle schools both public and private, and one large church in the community of Newport Heights. The study involves an assessment of existing physical conditions along Coast Highway including signals, crosswalks, signage, roadway geometrics, striping, and lighting. The assessment also focused on neighborhood characteristics, amenities, architectural considerations, pedestrian volume, pedestrian / vehicle accident rates and other factors that may influence recommendations. This information was incorporated into maps of the study area that also delineated urban design criteria such as landmarks, schools, senior centers, traffic controls, crosswalk treatments, streetscape elements, and strategic pedestrian flow paths. Based on the results of this analysis recommendations designed to enhance pedestrian safety and aesthetics along Coast Highway were provided to the City including such treatments as crosswalks, actuated flashers, in-ground flashers, pedestrian signals, striping changes, landscaped medians, and streetscape elements.
