Metro Gold Line Foothill Extension Construction Authority Strategic Planning Study, Ontario, California
KOA Corporation was selected by the Metro Gold Line Foothill Extension Construction Authority to conduct a study to provide a public transit connection to the Ontario International Airport. The 16-month study, which was funded by the San Bernardino Associated Governments (SANBAG) and the Southern California Association of Governments (SCAG): 1) Included community workshops and open houses to gather public comment; 2) Assessed public rights-of-way and private transportation rights-of-way; 3) Conducted traffic analyses; 4) Evaluated land use information from the participating cities; 5) Specifically identified potential rail routes, along with possible station locations; 6) and explored transit-oriented development opportunities.

The purpose of this project was to evaluate premium light rail connections from the Metro Gold Line Foothill Extension’s proposed terminus in Montclair to the LA / Ontario International Airport by developing preliminary alternatives that could be considered in a future Alternatives Analysis Phase with the Federal Transportation Administration (FTA), in order to seek discretionary funds and move into a project development process. KOA worked with key representatives from SANBAG, SCAG, San Bernardino and Los Angeles counties, the Metropolitan Transportation Authority (MTA), Los Angeles World Airports (LAWA) and the four area cities featured in the study: Ontario, Montclair, Upland and Rancho Cucamonga.
