Metro East Specific Plan EIR, Santa Ana, California
KOA prepared the traffic study for the EIR and a mitigation / trip fee program for the Metro East Overlay Zone in the City of Santa Ana. The project was sponsored by the City Council and resulted in redevelopment and intensification of uses on over 50 parcels within a ½-square mile area of the city. High-rise residential, commercial, and office towers, together with neighborhood and pedestrian amenities, were planned to replace existing low-rise suburban offices. Over 5,000 dwelling units and 4 million square feet of office were proposed. The mitigation program identified feasible improvements for over 35 intersections, including 3 freeway interchanges.
