City and County of Honolulu Traffic Signals Optimization, Honolulu, Hawaii
The City and County of Honolulu, Hawaii, has undertaken a program to retime all traffic signals on the Island of Oahu, in excess of 800 traffic signals. KOA conducted the Phase I study of 320 signals which was completed in 2002 (above photo, left). KOA is currently conducting Phase II to retime approximately150 traffic signals (above photo, right). Phase II includes traffic signals in the Central Business district, the Makiki area north of Waikiki Beach, and two suburban communities, Kapolei and Mililani. Most of the corridors are subject to extremely high peak period traffic volumes and recurring congestion. It is anticipated that conditions will be improved visibly and measurably through retiming, including selected signal phasing improvements. KOA is responsible for optimization and complete field implementation of new signal timings for Phase II.
