ACE Jumpstart Phase 1, 2A, 2B, 3 CM Services, Los Angeles, California
For Phase 1, CBM (now KOA Corporation) provided construction management services for the “Jump Start” safety upgrade projects at up to forty-six (46) railroads grade crossings, located along the Union Pacific Railroad (UPRR) corridor from east Los Angeles to Pomona. Safety improvements provide better control or separation of vehicle travelways at railroad crossings, upgrade rail road signal and warning systems and improved vehicle and pedestrian crossing conditions. Additionally, CBM performed its CM services on two demonstration projects, the Quad Gates program, and the Intermodal Rail/Roadway Interface System (IR/RIS) in Pomona. CM services provided included: resident engineering, constructability analyses, bid document compilation, scheduling, project controls, cost engineering / estimating, control of change orders and claims, safety and quality control, extensive railroad and utility coordination, survey QA, soils and materials testing, document controls, assistance with labor compliance, DBE monitoring and public relations. CBM also produced a comprehensive RE Manual which includes all the procedures necessary to manage and construct this project, and will set the guidelines for all future ACE projects.
